Under is best! The desired length is controlled by the weight of the roll. If it is “over”, it keeps coming. Also, think about a cat pawing a roll. Its paws strike in a downward motion, thus unrolling the entire roll. If the end is “under”, it is impossible for a cat (or dog) to unroll it..it stays put. I find it a real challenge not to switch a roll to the under position whenever I come across one that is coming off the top. I'm probably in the minority, but I don't care. I'll continue to be an “under” from here on out. )

My first husband felt the TP should hang a certain way, but I could never remember which. I just put it on the roll and figure 'at least it's not sitting on the back of the toilet'. Does this make me less of a person? lol =)

Oh, if you have small kids under is better since they have a harder time rolling all of the TP off of the roll this way.

Usually, I go with OVER. But my toilet paper holder keeps falling off the wall no matter how I try to fix it, so it's neither at the moment!
